Leaving both sims active, will I be charged for the foreign sim ?

  Moto g 2nd gen dual sim. If I leave both sims on will I be charged for the foreign sim if it is just sat idle? Sim 1 is EE and is enabled for data, second sim is Saudi Mobily sim. Currently in UK but off back to Saudi soon.
